My Lord:-

Shortly before the arrival of the last Canadian Mail steamer, Viscount Aoki informed me that the Chinese political refugee Kang Yu-wei was expected in her, and that the Japanese Government had resolved to prohibit his taking up his residence in Japan. He asked, therefore, if I would instruct Her Majesty's Consul at Yokohama to comply with any request that might be addressed to him by the Governor of Kanagawa to assist in conveying a warning to Kang Yu-wei that he would not be allowed to land.

I replied that I would give instructions accordingly, and I informed Her Majesty's Consul that he should give any assistance that might be asked of him.
